Sector depth
We learn the institution, its mandate, and its constraints before we recommend a single change.
About the firm
Zeltis exists because the hardest part of governance is not deciding what to do. It is making it happen, at scale, and knowing whether it worked.
We are a governance consulting firm that works with governments, departments, and public-sector institutions. We sit between the policy table and the field, and we hold ourselves to the same standard either side would: did the thing we set out to do actually reach the people it was meant for?
What we believe
We resist the off-the-shelf answer. Every system has its own constraint, and we find it before we recommend anything.
Claims are cheap. We bring data from the field and let it set the direction, even when the answer is inconvenient.
Advice that stops at a deck changes nothing. We stay accountable through implementation and beyond.
Our measure of success is a programme that keeps running well after our engagement ends.
Leaders deserve numbers they can trust and language they can act on. No spin, no jargon.
We work with the grain of public systems and the people inside them, not against them.
How we are set up
We deploy compact teams that combine domain knowledge, data capability, and delivery experience. The people who design the engagement are the people in the field running it. That continuity is the point.
We learn the institution, its mandate, and its constraints before we recommend a single change.
Surveys, administrative data, and digital systems are core tools, not an afterthought.
We have run PMUs and field operations, so we know what an implementation plan must survive.
